~*Magical*~ abilities and strengths: ARMY STRONG. Which is to say, he's physically fit, can hold his own in a fight and likely win against a normal human, but would most certainly be outclassed when it comes to fighting someone with actual superpowers. But hey, that's why he's got his Pokemon -- Raichu, Manectric, Magnezone, Electrode, Pachirisu and Electivire. They have various magical abilities ranging from electricity to causing earthquakes to somehow turning into grass and tripping their opponents. If it's necessary for me to describe every single attack his Pokemon have, I can elaborate.
How would they use their abilities?: Pokemon battles, of course! And he'd use his Pokemon to help him out on missions.
Appearance: Blond spiky hair, blue eyes, muscular build. He typically looks like this -- camo pants, army boots, green tanktop and dog tags. He also has an army jacket made of the same material as the pants.

Matthew Surge (his Japanese name is Machisu, or Mattis) was born in America. He was always a loud and energetic kid, always ready to voice his opinions and assert his own strengths. His father worked as an electrician and would sometimes bring him along to work or show him how to connect a simple circuit. Surge had thus grown up around electricity, but it wasn't until he witnessed a thunderstorm that his life came to a turning point. A single bolt came forth from the skies and split a thick oak tree right down the middle, igniting it in the process. The young boy watched nature work its wonders, he was filled with both awe and excitement: if electricity was this powerful, there was no limit to what it could accomplish when put to the right use!
It was then that the young Surge befriended his first Pokemon, a Pikachu. The two trained side by side for years, eventually joined by a Voltorb. Traveling through France, Surge captured a female Pikachu, who he affectionately dubbed 'Volty'. Surge refused to leave school to become a full-time Pokemon trainer, valuing his education. When he turned eighteen and graduated, however, a war broke out. Surge volunteered to fight for his country and went off to war, his beloved Pokemon by his side. His first Pikachu had by then been evolved into Raichu.
His education, combined with natural intuition and quick thinking had helped him to quickly rise through the ranks and attain the position of Lieutenant. Surge was smart and calculated every move before striking. Gun in one hand and Pokeball in the other, he met with great success on the battlefield thanks to his impressive strategies involving the help of his Electric-type Pokemon. This continued when he joined the air strike team: out of fuel and out of luck, he had his Pokemon power the plane for him with their electricity to avoid a crash-landing.
Once the war was over, Surge was again commended for his skills as both leader and Pokemon trainer. His war buddies, also users of Electric-type Pokemon, had decided to move to Kanto, where Pokemon training was a bigger deal. With nothing left for him in America, Surge bid his parents farewell and took a leap of faith. He left his home country, the one he worked so hard to defend, to seek out new adventures and live out the Kanto dream of making it big as a Pokemon trainer.
His success was greater than anything he imagined. Dubbed "The Lightning American" by the locals, before he knew it, he had risen to the rank of Gym Leader. His home then became Vermilion City, the port of exquisite sunsets. Surge worked hard to defend his title and crushed many an opponent. One challenger in particular stood out in his mind, a young boy by the name of Red. Crushed and defeated at the hands of this puny kid, Surge realized that he'd be hearing more about this Red fairly soon. He was right: Red went on to defeat Team Rocket and become the new champion. Inspired, Surge went out to catch even more Pokemon, another Voltorb, Magnemite and Electabuzz. Both his Voltorbs and Magnemite went on to evolve into Electrodes and Magneton, respectively.
Three years later, another promising challenger crushed Surge beneath their feet. Taking the defeat as an opportunity to grow stronger yet, Surge once again powered up his team. Electabuzz was evolved into Electivire, Magneton into Magnezone, and he even went to two different regions to capture new Pokemon: Pachirisu and Manectric.

I've expanded on what little information is given about him in canon with the headcanon above, but here is what we're actually told in the game. Lt. Surge is from America. He participated in a war, during which he was a hard taskmaster, a cautious and strict CO, used his Pokemon to power his plane and was saved by them. He brings this to his Gym in the form of a curious precaution: his Gym is protected by two electric fences that he himself set up. The traps are pretty damn tricky -- if the player checks the wrong trash can after finding the first switch, both switches will somehow be moved to two different trash cans entirely. So, Surge really knows a thing or two about setting upphysically impossible electric circuits. Challengers must figure out how to disable and get past the fences to challenge him.
After the initial battle, Surge can be found near the Power Plant in Kanto -- a place he enjoys visiting because it just radiates electricity. If he sees the player with a Pikachu, he will give the player his phone number. After this, he can be found at the Magnet Train Station -- another electric place. There, he will offer to trade his French Volty away for the player's Pikachu. You can also get your picture taken with him.

Surge put his skills as army commander to good use in Discedo. He actively patrolled his surroundings, shared a room with fellow Gym Leaders (Bugsy, Whitney and Falkner, then later Cynthia). When trouble sprang up, he and his Pokemon were there to help out. America (Hetalia character) even gave him a shotgun which he then used to help defend the city from an onslaught of crazy monsters. The situation was dire, crazy and battlefield-like, but all in all, good times were had.

He is portrayed as a stereotypical American in a sense -- arrogant, loud-mouthed, and self-assured. He's always confident in his abilities and has no problem with letting people know just how good he is. Before, during and even after a battle, Surge will let his opponent know that he's strong, determined, and never willing to give up.
It's not all just hot air, either. Surge has seen war, been out on the battlefield, took command over other soldiers and seen plenty of action in his time. In addition to those personal strengths, his military discipline and dedication shine through in the way he trains his Pokemon as well. Surge was good enough to become a Gym Leader, one of the highest ranks in the world of Pokemon, just under the Elite Four and Champion.
His confidence is fully justified by his strengths, but that doesn't mean he's reckless. Surge is described by one of his Gym's trainers as a cautious man who knew to rely on strategy during the war. This can be anything from telling a challenger that he doesn't think they're strong to admitting that his favorite Pokemon is Pikachu. He also calls people 'kid' if they're younger or he suspects they're weaker than himself. He may come off as a cocky jerk at a first glance, but he's just a strong man with a strong personality.
Why do you want to continue their history here: Surge has previously been in
discedo, came home, and now he's in this strange place all of a sudden! Why do I want him to retain memories of Discedo? It would make it easier for him to accept the whole 'stuck in another world' thing and whatnot. Not only that, but he would remember certain other characters he interacted with, and have more CR with castmates that he wouldn't otherwise have.
Have you read up on how the game works?: Sure did! The communication system is called the FlamingFerret, but Surge will just call it FlamingFurret. To get money, characters can accept missions, mooch off of castmates characters, or steal.

[A stern-looking man can be seen on the pixellated video screen of the communicators. A new arrival -- he's clearly none too happy about it. Looking down at something, he mutters,] We're definitely not in Kanto anymore. Looks more like a former battlefield...
[He then looks back up at the device in his hand.] What a shock! I can't be the only one here, can I? [He should be worried about his own safety, why he's ended up here, and how to get out. While he is, there's a more important concern on his mind.] I've got two sick Pokemon here. It's like all their electricity's run dry! [The video of his camera is lowered to show Raichu.] Rai! Rai! [Raichu looks to be concentrating very hard as he attempts to make electricity come forth from his cheeks, but to no avail. He looks down, dejected, knowing that it's no use.] Chuuuuu...
[The camera is taken back up to Raichu's owner who smirks confidently.] My name's Lieutenant Surge. I don't know where this is or how we got here, but whoever brought us here better think twice if they expect us to be quiet about it. Never give up! We'll keep on fighting no matter what! [Though they can't be seen at this point, Surge's two Pokemon can be heard making their enthusiastic battle cries in response to what their owner has just said.]

Another day, another challenger coming in with the hopes of procuring a Thunderbadge from Vermillion City's Gym.
Surge remained silent as he kept an eye on the challenger through the electric fence separating himself from the rest of the gym. While the kid was doing okay, the Lieutenant was far from impressed. Just barely scraping through every battle and relying on expensive potions and medicines at every turn looked pathetic. To make matters worse, after defeating each member of the Gym, the so-called 'challenger' actually ran back to the Pokemon Center to heal his Pokemon before challenging the next.
It went on for a while like that until Surge found himself facing the challenger... sort of. The pathetic little rich boy was just staring at him through the electric fence, as though he expected it to vanish on its own. Surge simply stood in his place, his expression unreadable thanks to the sunglasses he wore. It wouldn't be that easy.
Finally, the challenger realized that it might be a good idea to ask someone what to do. Surge watched the kid's expression as one of the Gym's trainers explained that there were switches hidden in the trash cans. Find both switches, flip them, and the fence goes away. Simple as that.
To the untrained eye, it may have appeared to be a nuisance, but Surge knew better. To him, it was a test. Why take on every weakling who made his way into the Gym looking for an easy win? The traps he installed were a means of testing each potential challenger's determination and perseverance. It was neither easy nor quick, but by the time it was over, Surge would know that he could expect a good fight from his opponent.
As he expected, the rich boy with expensive clothing and gold-plated Pokeballs refused to get his hands dirty and accept the preliminary challenge. With a frustrated huff and some empty threats of getting his father's lawyers to close the Gym down, the kid left. Surge smirked. Good riddance, he thought.
Questions?: I may have missed it somehow when reading through the rules/FAQ/etc. but I didn't see anything about languages. Does everybody magically understand each other with a babel fish or something? Also, would he be able to somehow have access to the Pokemon PC system to deposit/withdraw Pokemon and change up his team once in a while?
